Lot 18 (Complex set-top boxes): ISC on Commission Recommendation on the voluntary agreement for CSTB

The DG ENER has started an Interservice Consultation (ISC; internal Commission consultation) on a possible future Commission Recommendation on the voluntary agreement for complex set-top boxes concluded by the industry under the Ecodesign Directive. The ICS will last until the end of May.

Schedule of planned Consultation Forum and Regulatory Committee meetings

The European Commission has circulated a schedule of planned Consultation Forum and Regulatory Committee meetings until the end of 2012.

Following meetings are planned to take place prior to the summer holiday period:

10 May: Regulatory Committee with vote on tumble driers (Lot 16)
11 July: Consultation Forum on local room heaters (Lot 20)
12 July: Consultation Forum on solid fuel boilers (Lot 15)
13 July: Regulatory Committee with vote on directional lighting (Lot 19)

In the period of September to December 2012 the following meetings are intended:

Consultation Forums on

Transformers (ENTR Lot 2)
Television (Lot 5)
Central air heating and central cooling products (Lot 21 and ENTR Lot 6)
Professional washing machines, driers and dishwashers (Lot 24)

Regulatory Committee on

Heaters and water heaters with vote (Lot 1 and 2)
Computers (Lot 3)
Vacuum cleaners with vote (Lot 17)
Network standby with vote (Lot 26)

Note that this is a preliminary planning. Meetings will be announced at the latest one month ahead.

EU-Commission presents state and planning for Ecodesign and Energy labelling

A meeting of the Consultation Forum on horizontal matters of Ecodesign and Energy Labelling was held on 19th April 2012 in Brussels. Among others the European Commission gave an overview regarding the state of implementation and the Commissions' intended actions to further implement the Directives in 2012.

Draft Delegated Regulations on the energy labelling and draft regulation on the ecodesign of domestic lighting (Lot 19)

The draft Delegated Regulation on the energy labelling of electrical lamps and luminaires and the draft Regulation on the ecodesign of directional lamps, light-emitting diode lamps and related equipment were notified to the World Trade Organisation (WTO).

New working document on eco-design requirements for tumble driers (Lot 16)

The European Commission has circulated a new working document on a possible Commission regulation with regard to Ecodesign requirements for household tumble driers. The Regulatory Committee will vote on the draft regulation on the 10th May 2012.

Documents for the Consultation Forum on horizontal matters available

In advance of the meeting of the Consultation Forum on horizontal matters of Ecodesign and Energy Labelling on the 19th April 2012, a working document
on the review of the Ecodesign Directive 2009/125/EC has been published.

The study on the evaluation of the Ecodesign Directive concluded that no revision of the Directive is deemed appropriate at the moment or necessary to increase its effectiveness and of its implementing measures. Furthermore the study concluded that there is no need for the extension of the scope of the Ecodesign Directive to non-energy related products.

This working document will be discussed with the members of the Consultation Forum on the 19th April (see our section Events or Agenda).

Moreover, a paper has been published by Hans-Paul Siderius (NL Agency) that represents proposals how the process of preparing and adopting Ecodesign and Energy Label implementing measures can be accelerated.

Working document for a horizontal regulation on online labelling

The European Commission has launched a working document on possible requirements for a horizontal regulation on online labelling. It thus specifies part of the information requirements imposed by the energy labelling directive (2010/30/EU).

Draft Ecodesign Regulation on water pumps (Lot 11) published

Following the meeting of the Regulatory Committee on water pumps, which was held on the 16th December, the European Commission has released a draft Ecodesign Regulation with regard to ecodesign requirements for water pumps. The adoption of the measure is foreseen in May/June.

New draft document on energy labelling rules for household tumble driers (Lot 16)

A new Draft Energy Labelling Regulation for household tumble driers (Lot 16) has been issued by the European Commission at the beginning of March. The draft regulation proposes to set out new mandatory information requirements and to introduce three new energy efficiency classes: A+, A++ and A+++.
