From working documents to binding regulations
On this page you will find the status of the different draft and adopted measures under the Ecodesign and Energy Labelling policies.
Based on the reports of the preparatory studies and under reconcilement of stakeholders' opinions the European Commission elaborates draft measures for particular product groups. Up to now they all have the legal form of regulations. As an alternative, the Commission can accept self-regulation initiatives.
Regulations
A regulation is the final output of the product group specific implementation process. Regulations are legally binding in the entire European Union without any additional legal act of the Member States. They enter into force briefly after publication in the Official Journal of the European Union. The specific product requirements become effective after a defined transition period, which differs from product group to product group.

Self-regulation initiatives acknowledged by the Commission
As alternative to a legally binding implementing measure, the Commission can under certain circumstances accept an industry proposal for a self-regulation initiative (SRI). The following SRI have been acknowledged so far:

Medical Imaging Equipment: Voluntary Agreement, methodology document, website of the initiative (Note that this product group was not formally part of the Ecodesign Working Plan. The status of this SRI within the Ecodesign framework is therefore not clear.)

Drafts under scrutiny by the European Parliament and Council
The following list contains the drafts of regulations, which have been approved by the Regulatory Committee (Ecodesign) or adopted by the Commission (Labelling). These draft regulations are or have been submitted to the European Parliament and the Council for scrutiny. If the Parliament or the Council object the regulation within three months (Ecodesign) or two months (Labelling), respectively, the regulation does not enter into force. If the Parliament and the Council approve the regulation or have not objected it on expiry of that period, the regulation directly enters into force (Labelling) or is adopted formally by the Commission (Ecodesign).
Drafts for vote by the Regulatory Committee (Ecodesign only)
Draft regulations under the Ecodesign Directive need to be voted on by the Regulatory Committee (one representative per Member State and one delegate of the EU Commission). The following draft regulations are presented to the Regulatory Committee for vote:

Working documents
For both instruments Ecodesign and Labelling, working documents are prepared as first drafts of the future measures. A preparatory study, which is carried out for each product group, is the basis for such working documents. These documents are then discussed at the Consultation Forum.
